According to the Environmental Impact Assessment Law of the People's Republic of China and the Public Participation Measures for Environmental Impact Assessment, our unit has released the draft Environmental Impact Assessment Report for the annual production of 98000 tons of ultra-high purity wet electronic chemicals, 7.8 million cubic meters of electronic gas, and 15000 tons of industrial grade products project of Anruisen (Suqian) Electronic Materials Co., Ltd. for public consultation.

1、 Brief description of construction project situation
(1) Project name: Annual production of 98000 tons of ultra-high purity wet electronic chemicals, 7.8 million cubic meters of electronic gas, and 15000 tons of industrial grade products project;
(2) Construction unit: Anruisen (Suqian) Electronic Materials Co., Ltd;
(3) Construction nature: expansion;
(4) Industry category: Manufacturing of C2661 chemical reagents and additives;
(5) Construction address: No. 8 Planning Road, Suqian Ecological Chemical Technology Industrial Park, Suyu District, Suqian City (118 ° 23 ′ 11.127 ″ E, 34 ° 6 ′ 32.039 ″ N);
(6) Construction content and scale: Utilize the existing Class A workshop to add two electronic grade hydrogen peroxide production lines and two electronic special gas mixing production lines, Class B workshop to add one sodium hydroxide filtration and packaging production line, Class B workshop to add one ultra pure ammonia production line and one electronic grade ammonia water production line, Class A equipment area to add one high-purity hydrogen production line, Class D workshop to add one hydrofluoric acid production line. By building the above production lines, the annual production of 98000 tons of ultra high purity wet electronic chemicals, 7.8 million cubic meters of electronic gas, and 15000 tons of industrial grade products will be achieved.

2、 Pollutant emissions and prevention measures
1. Wastewater
The drainage in the factory area is constructed according to the principle of "separating rainwater and sewage, and separating clean water and sewage". The rainwater in the factory area is collected and discharged into the municipal rainwater pipe network. After pre-treatment, the wastewater in the factory area is taken over from the Suqian Ecological Chemical Technology Industrial Park Wastewater Treatment Plant. The treated effluent is discharged into the Shandong River and eventually flows into the Xinyi River.

2. Waste gas
The waste gas of this project mainly includes purified and mixed production waste gas, natural gas hydrogen fuel combustion flue gas, tank breathing waste gas, tank truck loading waste gas, laboratory waste gas, etc.
The waste gas from the hydrofluoric acid production line (HF) and hydrofluoric acid storage tank is treated with secondary alkali spray to meet the standards in Table 1 of the Comprehensive Emission Standards for Air Pollutants (DB32/4041-2021), and then discharged through a 25 meter high exhaust pipe DA001;
The waste gas from the ultra pure ammonia production line and the ammonia production line is absorbed and treated by a secondary ammonia absorption tower to meet the requirements of Table 2 of the "Emission Standards for Odor Pollutants" (GB14554-93), and then discharged through a 25 meter high exhaust pipe DA014;
The waste gas (diborane, phosphine) from the diborane mixed gas production line and the phosphine mixed gas production line is treated with electric heating water washing and alkali spray to meet the standards in Table 1 and Appendix A.1 of the Comprehensive Emission Standards for Air Pollutants (DB31/933-2015), and then discharged through a 25 meter high exhaust pipe DA009; During the processing, boron trioxide and phosphorus pentoxide are generated in the form of particulate matter, which comply with Table 1 of the Comprehensive Emission Standards for Air Pollutants (DB32/4041-2021);
The analytical gas from the hydrogen production line is introduced into the conversion furnace for combustion. The main fuel of the conversion furnace is natural gas, which can meet the standards in Table 1 of the Comprehensive Emission Standards for Air Pollutants (DB32/4041-2021). The exhaust gas is discharged through a 25 meter high exhaust pipe DA010;
The laboratory exhaust gas is treated with alkali washing, defogger, and activated carbon adsorption to meet the Comprehensive Emission Standards for Air Pollutants (DB32/4041-2021) and the Emission Standards for Odor Pollutants (GB14554-93), and then discharged through a 25 meter high exhaust pipe DA011.
The waste gas (ammonia, fluoride) loaded on the tanker is treated by alkali washing, defogger, and activated carbon adsorption to meet the Comprehensive Emission Standards for Air Pollutants (DB32/4041-2021) and the Emission Standards for Odor Pollutants (GB14554-93), and then discharged through a 25 meter high exhaust pipe DA012.

3. Solid waste
All solid waste in this project is disposed of reasonably and not discharged.

4. Noise
The main source of noise in this project is equipment noise, and measures such as vibration reduction and sound insulation have been taken. The factory boundary noise meets the Class 3 standard requirements of the "Emission Standard for Industrial Enterprise Boundary Environmental Noise" (GB12348-2008).

3、 Overview of Environmental Impact of Construction Projects
1. Water Environmental Impact Assessment
The wastewater from this project is treated by the internal sewage treatment station and then taken over to the Suqian Ecological Chemical Technology Industrial Park Sewage Treatment Plant for further treatment, which belongs to indirect discharge. The project wastewater can meet the takeover requirements and will not have an impact on the Suqian Ecological Chemical Technology Industrial Park sewage treatment plant. At the same time, the tail water discharge of the sewage plant is stable and meets the total control requirements, and the impact on the surface water environment is controllable. This project is feasible to rely on the Suqian Ecological Chemical Technology Industrial Park Sewage Treatment Plant for deep treatment.
2. Atmospheric Environmental Impact Assessment
The contribution values of the hourly average maximum ground level concentration and the maximum daily average ground level concentration of each pollutant from each pollution source in this project do not exceed the limit requirements of the second level standard and other reference standards in GB3095-2012. Therefore, under normal operating conditions, the atmospheric environment impact of this project is relatively small.
3. Solid waste impact assessment
The solid waste generated by this project can be properly disposed of and will not cause pollution to the external environment.
4. Noise Environmental Impact Assessment
After taking noise reduction measures, the noise source of this project has minimal impact on the factory boundary and external environment, and all points can meet the factory boundary noise standards.
